THE JACKSON COUNTY AIRPORT AUTHORITY will receive proposals for the “Install Secondary AWOS”, project located at the Trent Lott International Airport. Proposals will be received at the Office of Airport Director, 8301 Saracennia Rd., Suite 11, Moss Point, Mississippi, until 1:00 p.m., local time, on July 30, 2024, at which time and place all proposals will be publicly opened and read aloud. Proposals received after the stated time will not be accepted.

The work is generally described as follows:
The project will consist of the installation of a secondary AWOS in accordance with FAA AC 150/5220 – 16E.

An informational Pre-Bid Conference Call will be held at 10:00 a.m. on July 16, 2024. Bidders are urged to participate in the meeting / teleconference in order to submit an informed bid. Contact the office of the Engineer for phone number and meeting ID required to join the call.

Bid security in the form of a Bid Bond equal to 5% of the total bid is required. Contract security in the form of 100% Performance and 100% Payment Bonds will be required. No bid may be withdrawn after closing time for the receipt of proposals for a period of one hundred twenty (120) days.

Bid documents are being made available via paper or digital copy. Plan holders are required to log-on or register for an account at www.mbakerplanroom.com to view and order Bid Documents. All plan holders are required to have a valid email address for registration. Bid documents are non-refundable and must be purchased through the website. Each bid must be submitted in duplicate with bid security in accordance with the instructions to bidders which are found in The Project Manual. The Owner reserves the right to waive irregularities and to reject any or all bids.

Each electronically submitted bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Note – electronic bids must be secured with a bid bond. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void.

This project will be funded under provision of the Airport and Airway Safety and Capacity Act of 1987. Certain mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded, including but not limited to:

(a)  Davis Bacon Act (DOL Regulation 29 CFR Part 5)
(b) Affirmative Action to Ensure Equal Employment Opportunity (Executive order 11246 and DOL Regulation 41 CFR Part 60)
(c)  Copeland Act, 29 CFR Part 3.
(d) Contract Work Hours and Safety Standards Act.

By submitting a bid under this solicitation, except for those items listed by the bidder on a separate and clearly identified attachment to its bid, the bidder certifies that steel and each manufactured product is produced in the United States (as defined in the clause Buy American - Steel and Manufactured Products For Construction Contracts) and that components of unknown origin are considered to have been produced or manufactured outside the United States.

ALL BIDDERS must be properly licensed contractors at the time of award in accordance with the provisions of the State of Mississippi and must indicate their current Mississippi Certificate of Responsibility number on the outside of the sealed envelope containing their Bid, and on their Bid.

The JACKSON COUNTY AIRPORT AUTHORITY reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids or to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner's best interests.
